How much fork oil?

About to change the tubes on my bike. How much fork oil should I use, and is there something I need to check with the forks on? Someone told me I needed to check the levels compressed without springs?

Haynes manual says measure with the fork compressed and the spring out.
Oil capacity 228CC (7.71 US fl oz)
Oil lever 176mm (6.93 inches) below top of inner fork tube.
